from my understanding there is limited IOS functionality in the router<boot>
mode. Check the config, make sure the ports are opened and the TFTP server
is reachable - same subnet or a route to it. Last time I had this I had to
reconfigure the Ethernet ip address etc

The problem is that in boot mode, I cannot ping the tftp server from the 
router and vice-versa. What can I do?
