thanx for the link you sent me.
i found what i was looking for.

so basicaly when it s said  rely 255/255 load 3/255 it means that
interface is 100% reliable and at the same time it s not handling much
traffic load.

i needed this info to show to our ISP that we don't get a good link from
him.
