Yep, that's exactly it! Following those exact configuration steps, the two
routers do not successfully negotiate the use of IPXCP until the line is
dropped and brought up again.
Geez, that was frustrating! I was so tired that it didn't occur to me for
quite a while. :-)
Interestingly, once IPX was up and running I could remove the IPX network
from the interface and IPXCP would disappear from "show int async1". I was
assuming that if I put the network statement back that it would not
negotiate, just as before. I was wrong! In that case it worked just fine
and IPXCP would immediately show as OPEN.
Ah, adventures in troubleshooting.
