Make sure you're trying to configure the correct interface. I believe S0 & S1 are kinda opposite of what you would expect (1 being on top & 2 being the bottom). I my routers are in the rack sideways & I often get confused. Are you certain that you have the DCE side of the cable (& that it's a crossover cable) on the side you are trying to configure the clock. To be honest, the DCE not allowed generally shows up on the older routers when you are trying to configure an interface that is not plugged in. If you have newer 2500 IOS, the command clock rate (?- gives you the speeds available) works better than using clockrate. Let us know how you make out.
