For redundancy, you can configure HSRP on each subint of the 2621
the commands at the interface level:
int fa0/0.1
ip address a.b.c.e mask.mask.mask.mask
standby ip a.b.c.d (a.b.c.d is the default gateway and the address is
shared with the other 2621)
standby priority 100 (the higher number has higher priority)
For the variable speed part, I'm not sure how you would accomplish that.
