The problem you are having is with IP subnetting, not Frame Relay. The IP
address that you specified is a network address when using a 30 bit subnet
mask. The router nodes on each end of the Frame Relay PVC need to use
213.13.134.137 and .138. .139 will be the broadcast address for that network.
