Cisco IOS (and most TFTP server software) can't handle files over 16MB.   I
found this out the other day after trying many times to copy (via TFTP) a
Native IOS file larger than 16MB.  It would get 16MB into the file, then
return a read error and quit.  (and I would have to sqeeze my memory,
because even though the file didn't finish, it took up 16MB of memory
without a name)
