That's an interesting question and I don't have a definitive answer but off the cuff I would think that yes you should be able to do this. One of the reasons for switched services was in the not-to-distant past there were lots of analog CO's that could not offer digital, i.e. ISDN services but these anolog CO's were/are not an island unto themselves.
