Paul, I have a feeling that you might have tried the below, but just for a suggestion:
Is the ping time always high, or does it vary depending on the time of the day? If it's the latter, it might be a congestion problem, and you can check for the presence of FECN's on the frame switch. This happened to me once, and it turned out to be an incorrect CIR on the PVC.
