I had to do some troubleshooting today and while researching came across something I thought was interesting. Cisco 2900 and 3500 switches operate at 35% CPU when they are totally idle. As far as routers, it would depend on its usage, bandwitdh etc. On cisco's site they considered 80% high so i fugure this would be near the threshold.
