This is a hard one to pinpoint. A lot of the network health products do not record spikes. In general, if I recall, 40% average is cause to begin thinking of upgrading to another platform or processor. During my time in the NOC, I never was able to practice this mind you. The issues generally centered around some 7513 with AIP's and an RSP2, that Open View didn't have in it's database. I had a number of LANE router cook up into the 90's
