Although I agree with you here, I'm not able to find a valid reason for the inclusion of the D's interface to Net 3 in the cost from A. C should use its own interface cost of 64 as the only cost to net 3 thereby returning a cost of 69.
I'm of the opinion that this is a bug, or some wacky handling of PtP interfaces.
