If it's for an Internet connection: Download a file from a website (for example the latest super dat update from McAfee which is about 4 MB) and time it. Try from two or three different sites, as it all depends on the path it takes.
If it's for a WAN connection between two of your offices, copy a big file and time it. Example: If it takes 40 seconds to download a 2 MB file, you know that it is about 50000 bytes per second, which is 50 KB per second, or about 400 Kbps. You can also try the Bandwidth Meter at http://www.2wire.com, but that doesn't give you a precise result, as they will test your connection speed between their site and your site.
