The large fragmentation size is used when you want to turn on the Dual-FIFO queue but not actually fragment any packets. You need the Dual-FIFO queue for prioritization at this level to work correctly. However, I've had nothing but problems with FRF so I turned it off, sacrificing the dual queue.
