I agree with you. However, they are required only in the written exam. A lot of them (i.e. DECnet, VINES and even X.25 and Appletalk) were removed from the lab and are still only inthe written.
Cisco seems to be "recycling" their certifications, or at least CCNP for now (as seen at http://www.cisco.com/warp/public/10/wwtraining/certprog/testing/beta_exams.h tm).
