Are you trying the setup the circuit to use Dial on Demand Routing (DDR), such that that circuit only comes up when needed then disconnects? If so, what are you implementing?
backup interface? floating static? dialer watch? Depending on your implementation of DDR you need to adjust your interesting traffic (dialer-list).
