Well, I'm going to speculate for this company.

Now why do they want to stay with Cisco? Mostly support I would imagine. If
you have a completely Cisco shop, you are sometimes
Willing to put up with extra cost/less functionality to stay one vendor.
Then your employees only have 1 product to learn to configure. We don't know
the skill/staffing level of this place, but I imagine that is the main
driving point with staying Cisco....

If I was doing it, I would look at an OC circuit. When your talking about
that many T's, the cost would have to be less and think of the reliability
factor. I mean your still talking a bunch of DS-3's for 188T's ( 7 if my
math is correct ).
A single OC-12 would handle this pretty easily with plenty of room to
spare...

Just my $.02 though...
