Do you have a congestion problem? It so, then Queuing may help..Are you sure your pipe is not over utilised? whats the memory/processor utils like on your router?
Queuing may infact make the situation worse.. Best of finding out WHAT is causing the timeout. I've delt with situations with Citrix and WAN's and queuing has never been the answer..
