You may try looking at prioritizing the ica protocol....but I have never found that to be the proble. Has this been an ongoing problem? Have any chances been made in the Metaframe farm (software upgrades, hotfixes, etc)? you may want to check out this link... http://knowledgebase.citrix.com/cgi-bin/webcgi.exe?New,KB=CitrixKB and do a search for CTX757449.
