I realize that this is a bit of an over-simplification in an internetworking
environment, but I've always liked this paraphrased summary I once read in
the context of "transport":

delay = elapsed time between first bit out of a transmitter to first bit
into a receiver (this accommodates such things a propagation delay and
inter-nodal processing delay).

latency = elapsed time between first bit out of a transmitter to last bit
into a receiver (this accommodates, in addition to the above, such things as
serialization delay which, of course, depends on such things as bandwidth).

I think that's fairly close to the original description that I read
somewhere years ago.  The two terms seem to be used almost interchangeably
these days, but it seems a distinction is worth making.
