Ah, well, TFM files are needed for TeX so it can calculate the
necessary widths and heights for each letter.  If you want to output
it to something else than DVI (PostScript or PDF), you will need other
fonts.  In your case, these would be Type1 .pfb fonts.  pdfeTeX will
incorporate these Type1 PostScript fonts in the PDF file.  Have a look
at Document Properties in Adobe Reader or evince, or perhaps another
viewer that is delivered with MikTeX, and you will see a list of these
"embedded fonts".

So while you're at it, install the Type1, AFM and VF files as well.

To install the Type1 fonts, do the same as you did for the TFM files.
For Type1 fonts, there's an extra catch: the .map file you mentioned.
Each distribution handles it a bit differently; on Debian for example,
the teTeX and TeXlive distro's use a separate configuration system
with update-updmap and upmap-sys, and use .cfg files to gracefully
manage different .map files for all TeX packages.

But essentially it all comes down to this: put the .map files where
other .map files are stored (on Debian:
/etc/texmf/map/dvips/hlatex/uhc-base.map and uhc-extra.map).
Then look for a file in web2c/updmap.cfg and add

  Map [uhc-base.map]

somewhere.  Now run updmap or updmap-sys, and pdfeTeX's configuration
file should be updated now.  Should, but it's best to look at the
documentation to see if MikTeX uses specific tools for this.

You might also try to see whether "dvips" works now.  It also uses
these Type1 fonts.
