Well, that's pretty obvious, isn't it?  Call it "heiti" or "simhei"
and it won't appear anymore. :P

All files in $TEXMF should be written in ASCII.  I know that's not
fair, but that's just the way it is.
Technically it's not impossible, but it will give you headaches.

Now on Windows, font files can also be in Chinese, but Windows will
usually just screw up and use a wrong encoding, making the filename
show up as gibberish, "mojibake", 乱码.  On an English Win2k setup,
almost all the Chinese fonts that are installed there will be screwed
up, for example the Sun-Ext{A,B}.ttf fonts.
