Hmm, this shouldn't be a problem since #1 can have values greater than
0xFF.

Please create the file `nobmp2.pdf' again, but insert

  \pdfcompresslevel=0

at the very beginning of the document.  Then you can check the PDF
file whether the ToUnicode objects contain values above 0xFFFF (search
for `beginbfrange' lines).

Perhaps pdftex contains some code which prevents that -- this should
become a new bug report then...
