I just patched a couple of test systems to 4.1.3.1 and this did not solve the 
"validating requirements" problem on our end. We've been forced to load 4.1.2.2 
agents into the CAM/CAS and roll back the handful of users who have upgraded. 
Thankfully our students are not back until next week... if we'd rolled out this 
upgrade mid semester...
 
Right now we're not enforcing any security requirements except the agent 
because I just got the 4.1.2.2 work around sorted before I left work today, but 
my Help Desk isn't going to be too happy when I flip the switch tomorrow and 
all the people who were on campus and did upgrade to 4.1.3 suddenly can't get 
online.
 
I really hope this issue gets sorted soon.

Don't run the 4.1.3 agent. Locking up while evaluating reqirements is a
known bug in it. We are still running it on the CAS/CAM, but we replaced
the
agent with the older one. Rather to my surprise, the CAM didn't object.
You
also have to stop the CAM from automatically picking up the new version
from
Cisco
