I faced a similar "CSS framework/roll your own" decision recently as well.
Previously I had avoided "raw" CSS like the plague (as I was less than useless
at it), hiding behind the comfort of ExtJS, this time I went raw and it hasn't
been that bad.

I usually ended up wanting/needing to tweak whatever framework I was using
anyway.

I would recommend at least trying to roll your own with CSS, the learning curve
isn't actually that bad. Particularly given the excellent tooling in Chrome
developer tools/firefox etc. you can always see how the frameworks do it and
learn from that.
