The "Laurentian University - School of Human Kinetics"
http://www.humankinetics.laurentian.ca uses FeedStream Fluid - which is
an inexpensive CMS solution.  The least costly licensing option is to
purchase a "concurrent user" license - where x amount of users can
access the CMS system at any given time.

You'll need XML, SCHEMA, XSL experience...but once the templates and
document types are defined...end users can create and manage content
very easily.
