I'd clean it up well before making a decision. A bronze brush on a right angle air powered die grinder will take that strut down to bare metal really fast. Or an electric drill, but it will take a bit longer. Based on that picture I wouldn't make any decisions. Surface discoloration happens for any number of reasons, but you want to get a good look at the metal.
