It needs an attachment point on the forward side of the mast, either a ring or a track with an adjustable ring. For a pole of that length, you may want a topping lift - line from about 20 feet up the mast to hold it up. Usually, the pole is adjusted to get the clew of the jib out as far as reasonable, not stretched tight, but out to catch as much wind as possible. That all depends on the size of your jib. If you, like most racers, have a 155% jib, that means it will be out there to the full length of the 17 foot pole. Your J measurement is 12 feet or so, so a spinnaker pole at 12 feet, wouldn't get the jib out nearly as far. Hope that explains it.
