Most of computer fans are 12 V (some are 5 V). Many have adjustable rpm, so 
they can be extremely quiet and effective. And they can be very cheap (I mean 
low cost), as well. You should not pay more that around $15 (more like $7). 
They use a couple of W (depending on the rpm). On the low setting (600 rpm) 
that should not exceed 0.1 A.

In my new SeaFrost 12-volt refrigeration system, I'm using SeaFrost's widget 
fan and it is hard wired to the refrigeration system--when the refrigeration is 
turned on, it runs.  It draws such low amperage that it is insignificant and it 
really helps eliminate temperature zones within the box.  I think having it 
have its own battery would be much more hassle, if that's what you have in 
mind.  The fan I have is very similar to a computer cooling fan.
