Most of computer fans are 12 V (some are 5 V). Many have adjustable rpm, so they can be extremely quiet and effective. And they can be very cheap (I mean low cost), as well. You should not pay more that around $15 (more like $7). They use a couple of W (depending on the rpm). On the low setting (600 rpm) that should not exceed 0.1 A.
