I ended up doing what Joe did. I didn't replace the thru hull, just everything above it starting with the plywood backing plate. As there was no evidence of leakage, I held the thru hull in place with a step wrench and didn't disturb it, just put new wood in place (bedded) and re-plumbed with a proper ball valve.
