I have organized and run many Pursuit races. They are a great way of relieving the tension at the start line and can be fun and exciting at the finish.
First, you must know the course length, then calculate the time offset for each boat’s handicap. I can give examples – best offline. I figure there will be three starts. 1 for the 'Level' racers, 1 for 'No Score' racers, and another for PHRF, i.e. the Pursuit racers.
