When I was getting started. I asked a similar question and got directed to the owners manual which roughly states that the leeward shrouds should go slightly slack when sailing in 15 to 20 kts of wind.
I used the Loos gauge to achieve ~10% of max load for each wire. Since then I've observed that the leeward shrouds do go slightly slack. That's where I would start if I were you.
