The water in the bilge and the water in the cockpit are two unrelated problems. 
 A bilge pump pumps water out of the bilge only.  Usually, the water in the 
cockpit drains overboard through scuppers.  It is a bad idea to allow the 
cockpit to drain into the bilge.
