interesting problem....
after checking that it hasnt been epoxied or glassed in place, could you
try pressing it upward from below with a lever or a bottle or auto jack,
perhaps while carefully heating the flange with a heat gun?
or.....if you were really determined you could cut it a few inches down
around its circumference with a with a multi tool and glass it back
together afterward, assuming that the flange could be parted.
or....   using threaded rod and the drain hole (or bore another through the
bottom fashion a "puller" to lift it up and part it from the flange.
ONe thing I'm pretty sure I would do is relocate the terminal block to
outside the propane locker.
