I would have a very good look at this one before buying.  This looks to me like 
a rough prior repair exposing itself but hard to say.  It does not look as 
though it came from the builder that way.

If it were me I would check the where the keel bolts land but also the 
structure around it - the floors (meaning the structural members) and where 
they attach to the hull.  Look for repairs, signs of surgery, rotten wood or 
other damage.  
From outside I’d want to skim it with an angle grinder to expose what’s 
beneath.  There has obviously (I think...) been some work done, this would be a 
fair question to ask the owner about this, point blank.

‘What work has been done around the keel hull joint and has any work been done 
around the internal framing or support members? ‘

Based only on your pic I’d be less worried about the bolts than about shoddy 
repair work or a failed structural piece.   (Or both). 
Anything can be repaired.  Good luck, am curious to learn what you find.
