This is not the first time I am curious, this time I'll ask.
When you put phrases lie "would you like to do XYZ" what it actually mean?

This my style to check the corresponding change acceptance for my suggestions.

To me it sounds like: "I need XYZ, do you want to do it for me?", which is of
course a strange way to ask someone for a favor.

Thanks for your feedback on this interpretation variant.

Or what does this construct actually mean?

It is one of the usual ways to start conversations, isn't it?

May be it means "I will do this, will you accept a patch"?

Patches are often welcome by free software developers. But there are some occasions when interested "parties" need to find out if they would like to go in a similar development direction. It might take a while to achieve a common agreement on open issues and the feasibility for potential adjustments.

Regards,
Markus
