Have you ever thought about free feeding him?   Then he eats when  he wants, 
the first few days he may eat a bit more but when he realizes the food  is 
always there he will pace himself, I have 4 cockapoos and they free feed and  
have since they were young pups.  Perhaps someone where he was teased him  with 
food, perhaps they didn't let him finish what was there, just keep working  
with him, sounds like you are making head way, and at his age they do go thru  
the rebellious stage too.
