Us in the Western world have traditionally been spoiled when it comes
to character encodings. Gerriet's posts to this list often indicate
that he's working with relatively-obscure Asian scripts. Sure it would
be nice to say "just use UTF-8", but that's much easier to say for
users of major scripts.
