You're trying to see changes made by other apps, right? I don't think you're
going to see these notifications, then, and also Lion's fullscreen moves the
window into its own special Mission Control Space, so I'd think your window
would be left behind on the original Space.
In 10.6 (and 10.7) it's NSApplication presentationOptions. I've never tried to
detect another app's changes to them, though.

Carbon Event Manager, even though it seems there is still crucial functionality
they haven't made Cocoa equivalents of.
