I did this because a large portion of our server to server traffic is
people setting:


/away I have been away 30s
/away I have been away 1 minute
/away I have been away 1 minute and 30 seconds
/away I have been away 2 minutes
/away I have been away 2 minutes and 30 seconds

If people set themselves /away multiple times only the first is
broadcast to all servers.  If I had my way, we wouldn't broadcast /away
at all :)
