the official document on i read on ipv6 address allocation ( i think it was on the internet asssigned numbers agency site but i can't remember for sure) gave me the impression that an end site was any site that was not that was not an isp and would in almost all cases get a /48

plus if the isp was cooperative all of the ip's allocated to a user could be on very different reverse dns hostnames which could be a real pain for channel operators

it's likely that a large university, like an ISP, gets more than a /48.
