Review comment:
       In practice, this becomes a less efficient plan, and it would be more 
efficient to "duplicate in-memory" rows rather than "duplicate rows at the 
database side, and spend extra network and CPU resources for processing the 
duplicates".
   
   So this `VALUES` should not be pushed to Jdbc under a proper cost model.
