Review comment:
       is the Values pushed down because 
   ```
         case LITERAL:
           // literal on a join condition would be TRUE or FALSE
           return true;
   ```
   so that Values were treated as Literal? 
   
   If we have a strong argument here maybe only returns true when it is a 
boolean (true/false) and leave a TODO/Jira for whether pushing Values?
