[~brandon.williams] the reason why test_counter_leader_with_partial_view didn't
fail before and still does not fail currently is because "nodetool
disablebinary" is not called in the test. The test is only restarting a node
and delay update status of other nodes' views for that node. I would say the
test is currently useful but it won't cover the case when modifying binary port
with nodetool commands.
