4.1 - 5 test failures, all of the looks like not related to the current changes
* distributed.test.IPMembershipTest#startupNewIP - flaky, local re-run is ok
* distributed.test.ReadRepairTest#readRepairRTRangeMovementTest flaky, local
re-run is ok
* MemtableSizeTest#testSize[skiplist] - known issue, CASSANDRA-17298, fail
locally with and without changes
* largecolumn_test.TestLargeColumn#test_cleanup - know issue, CASSANDRA-19702,
fail locally with and without changes

upgrade_tests.upgrade_through_versions_test.TestProtoV4Upgrade_AllVersions_EndsAt_Trunk_HEAD#test_rolling_upgrade
- as of now I have an general issue with running it locally..
