Review Comment:
   This lock only serializes threads inside one management-server JVM. In a 
multi-management-server deployment, two nodes can both observe a 
missing/inactive key, rotate IAM credentials, and race the shared 
AccountDetails/BucketVO updates, leaving the persisted key pair inconsistent 
with bucket rows. Use a DB-backed `GlobalLock` (with timeout and release) for 
this critical section.

   If the IAM policy PUT has reached SeaweedFS but its response fails, this 
compensation deletes the bucket without revoking the newly added bucket ARN. 
The API then removes the CloudStack bucket row after this method throws, so the 
old account can retain a grant for the deleted name and access a future bucket 
that reuses it. Recompute/revoke the account policy as part of the rollback and 
reconcile if that cleanup also fails.
