### What changes are proposed in this pull request? Adds the planner-side wiring so Flink's `REPLACE`, `RIGHT` and `FROM_BASE64` offload to the velox flinksql `replace`/`right`/`from_base64` functions ([bigo-sg/velox#91](https://github.com/bigo-sg/velox/pull/91) adds the functions themselves): - `RexCallConverterFactory`: map the three RexCalls to `replace`/`right`/`from_base64` via the default name converter. Each takes fixed string arguments and returns a string, so a plain name mapping suffices. - Tests: `ReplaceFunctionsTest`, `RightFunctionsTest` and `FromBase64FunctionsTest` cover end-to-end execution including NULL propagation. - CI routing: `.github/workflows/flink.yml` clones the pinned velox4j branch ([bigo-sg/velox4j#70](https://github.com/bigo-sg/velox4j/pull/70)). - Docs: `gluten-flink/docs/Flink.md` build notes synced. ### How was this patch tested? - gluten-flink/ut: `ReplaceFunctionsTest`, `RightFunctionsTest`, `FromBase64FunctionsTest` execution tests pass. - End-to-end dual-run on Flink 1.19.2 (native vs gluten-offloaded, identical VALUES inputs, changelog multiset exact comparison): the REPLACE/RIGHT/FROM_BASE64 cases match native exactly.
