### What changes are proposed in this pull request? Adds the planner-side wiring so Flink's `JSON_VALUE` offloads to the velox flinksql `json_value` function ([bigo-sg/velox#92](https://github.com/bigo-sg/velox/pull/92) adds the function itself): - `JsonValueRexCallConverter`: a dedicated converter that parses the Flink operand layout (json expression, path literal, then alternating `(behavior, [default], ON EMPTY|ON ERROR)` triplets) into the 7-arg velox call, and wraps a non-VARCHAR `RETURNING` in a `CAST`. - `RexCallConverterFactory`: map the `JSON_VALUE` RexCall to the converter. - Tests: `JsonValueFunctionsTest` covers end-to-end execution (scalar extraction, invalid JSON, NULL input). - CI routing: `.github/workflows/flink.yml` clones the pinned velox4j branch ([bigo-sg/velox4j#73](https://github.com/bigo-sg/velox4j/pull/73)). - Docs: `gluten-flink/docs/Flink.md` build notes synced. ### How was this patch tested? - gluten-flink/ut: `JsonValueFunctionsTest` execution test passes. - End-to-end dual-run on Flink 1.19.2 (native vs gluten-offloaded, identical VALUES inputs, changelog multiset exact comparison): the JSON_VALUE cases (`snk` / `snk2` / `snk3`) match native exactly.
