[~rhinomike] thanks for finding that info about the message size, you are 
definitely right that 1024 is too low. I will increase the default a bit higher.

As far as stopping the TCP listening port... when the ListenSyslog processor is 
started in the UI it begins listening for incoming connections, and when it is 
stopped it triggers a method in the processor that shuts down the listener. So 
there would be no new incoming connections until it is started again. 

Does this sound like what you expected?
