net/tcp: fix SO_OOBINLINE, out-of-order URG extraction, and FIN_WAIT handling
This commit resolves review feedback for TCP urgent data support:
- Check SO_OOBINLINE in tcp_input.c before stripping urgent bytes from the
stream, and return -EINVAL in tcp_recv_oob() when SO_OOBINLINE is set
(per POSIX).
- Implement tcp_ofoseg_urg() in tcp_callback.c to extract urgent data from
queued out-of-order segments when draining to readahead, resolving pending
TCP_URG_AWAITING announcements.
- Add tcp_urg_input() handling to TCP_FIN_WAIT_1 and TCP_FIN_WAIT_2 to
process urgent data in half-closed receive states.
